If it is in your name then cash it. If it is in someone else's name then leave it where you found it. If someone reported that traveler's check to be missing and you tried to cash, you could easily land yourself in trouble esp. if that person lost a lot of money in form of travler's checks. Cashing the check that's not yours would be an equivalent of committing fraud.

The whole point of travelers checks is that they can't be cashed if they're lost or stolen. (If you try, by the way, you'd be committing fraud) You can just destroy it; one advantage of a travelers checks is the bank can just invalidate it and issue another one. (That's why they're safer than cash)

Well, if you cash it, it will have your name on it, and when the person who lost it files a claim, then they will be able to track it back to you - so, do you feel lucky?
If you can return it to American Express or whoever issued the travelers check, that would be kind hearted.
