Why are credit card companies able to send children offers?
If they know the address of a person they are likely to know the birth-date so why aren't they charged with enticing children to commit a crime, corrupting the youth or something similar.
Why aren't the systems set up so that any date after this date (lets say today August 2, 2010 ) minus 18 years is blacklisted

No, they are NOT likely to know the birth date. They just buy mailing lists from companies that sell them. And they are not intentionally "enticing children to commit a crime." PARENTS are responsible for monitoring what their children are up to.

Why would you think that knowing an address would mean knowing the birth date? That REALLY makes no sense.
Those offers are coming from a mailing list. They include really strange misspellings of names and can even be addressed to the family pet.
